At the heart of urban resilience after a disaster is the call to "Build Back Better". This seems self evident but the reality somehow falls well short of this goal. It would appear that "Building Back Better" is neither straight forward nor simple? This presentation outlines the development of tsunami evacuation plans for communities fin Banda Aceh, Indonesia, which was at the centre of the December 2004 South East Asian Tsunami Disaster. It reveals how those plans fell short of achieving "better".

Dr. Regan Potangaroa is an Assoiate Professor at the School of Architecture and Landscape Architecture at Unitec. He is actively involved in humanitarian aid from which he draws the motivation for his research. Unfortunately, the inability to build back better is more common then anyone would like to accept.
