Dr Matthew Palmer QC discusses the contemporary meaning of the Treaty of Waitangi in New Zealand’s law and constitution. He identifies uncertainties surrounding the Treaty, including those highlighted by the Waitangi Tribunal’s recent report on the circumstances of its signing. He identifies options for how those uncertainties may be better resolved. This session is intended to stimulate debate about the Treaty of Waitangi in the 175th anniversary year of its signing.

Dr Matthew S R Palmer QC is a leading public law expert in New Zealand, practicing at Thorndon Chambers. He is a former Deputy Solicitor-General, Deputy Secretary for Justice and Dean of Law at Victoria University of Wellington.
